Russia: New Employee Protections Announced

Employers would be required to ensure workplace safety, protect employee rights in the event of layoff or unemployment and provide other worker safeguards under the Employment Promotion Program for 2017-2019 announced by the government April 5 (Decree No. 364).

Among other things, the EPP is intended to:

  •  increase the flexibility of the domestic labor market;
  •  improve the use of the foreign workforce;
  •  provide economic incentives for employers, including government subsidies, to improve employee health and limit workplace injury and occupational disease;
  •  protect the labor rights of employees, including redundancy and unemployment protections;
  •  improve the regulatory framework applicable to human resource practices and
  •  improve workplace conditions and employee health programs.

The EPP stipulates the priority of the domestic workforce and the continued restriction of foreign worker employment through sector-specific and region-specific quotas.
