Russell Hall is a Senior Regulatory Adviser at Towers Watson. He specializes in tax, legal and other technical matters relating to qualified and non-qualified retirement plans and executive compensation arrangements. Mr. Hall has helped develop and maintain Towers Watson’s intellectual capital regarding the implications for plan sponsors of these tax, legal and related issues on the design and administration of such arrangements. He has also assisted consultant teams and clients in addressing issues of specific concern on a wide range of topics including qualified retirement plan design, Section 409A compliance for deferral arrangements and executive incentive plans, multi-jurisdictional issues for plans maintained in Puerto Rico by U.S.-based employers or their affiliates, U.S. income tax treaty provisions related to retirement plans and many others.

He is a member of the New York State Bar and a member of the American Bar Association Tax Law Section’s Employee Benefits Committee. He is a past chairman of the Employee Benefits Committee’s subcommittee on Multinational Employee Benefits and Compensation Issues and held that position for many years. Mr. Hall has spoken a number of times at Employee Benefits Committee meetings and elsewhere and also published articles on executive compensation and employee benefits.
