Richard Neely, a Partner at in Charleston, West Virginia, is a retired Chief Justice of the West Virginia Supreme Court of Appeals. He was elected to the court for two 12-year-terms in 1972 and 1984. He had previously served as a member of the West Virginia House of Delegates.

Mr. Neely has served as a member of the Executive Committee of Yale Law School, a Professor of Economics at the University of Charleston, a Visiting Lecturer at Harvard University and a Visiting Professor of Law at Fudan University in Shanghai, China. He is a the author of seven books, including How Courts Govern America, Why Courts Don't Work and Tragedies of Our Own Making.

Mr. Neely served as a Captain in the U.S. Army, 1967-69. He earned his A.B. from Dartmouth College and his J.D. from Yale Law School.
